The delegations that were made to accounts needing bandwidth were pulled (if the account regained its footing) in order to be recycled into helping phishing victims. They are being used to create accounts for those who lost theirs due to a misclick of a mouse.
So this post isn't just two lines of text, I'll leave you with this photograph, used with permission, taken by Awsmguy (who is not a STEEM member and doesn't seem to have any interest in changing that). Unfortunately, no one remembers whose cat that is.
