China resorts to all kinds of stratagem to bolster its position overseas. Whether or not a project is financially viable is not relevant as long as it serves China's long-term interest. 

 

They use corrupt country leaders to their advantage, goading them to more corruption. It appears that corruption within China is a "no no" but corruption outside China is a "total yes."
