The tantalizing prospect of predicting crime before it happens has got law enforcement agencies excited about AI. Most efforts so far have focused on forecasting where and when crime will happen, but now British police want to predict who will perpetrate it.
Sure, this has echoes of Phillip K. Dick’s *Minority Report* all over it but the biggest issue does seem to be perpetuating and solidifying existing biases of the criminal justice system.

Predicting "where" crime will occur uses probability studies involving real estate. Predicting "who" is altogether different. It will require an invasion of individual privacy that smacks of a totalitarian state. The one method helps marshal law enforcement resources more efficiently. Predicting the who will possibly lead to massive invasions of privacy. Not sure this is a good idea..
