Hmm. So I think I’m not completely understanding everything you’re saying. If someone can only vote once, then wouldn’t everyone just keep voting for themselves? And all the duplicate accounts would only vote for the main one? I think that’s what you meant. That doesn’t seem great. What about new users to the system? New content creators would have a harder time getting their content seen, and therefore would be feel discouraged from continuing to create more content.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
Submit
They can't close access to the steem blockchain, or else no apps could be built that use it without being given access somehow. They can change the blockchain so that the way voting works is different though, and what you say can be applied through that.
