In the world of doctor who it was always said that a time lord can be a woman, when he becomes the 11th doctor he talks about him "not being a girl this time" and in the 50 special you can see a time lord becoming a woman after a regeneration. Plus we have the master's form of a woman as Missy in the last two seasons.

Possibly, I noted I'm not strongly familiar with the world, and went off on the information in the linked video. I've only watched 4 seasons of the new series.

Yeah, I was about to comment about that. We already had a Time Lord turn into a Time Lady. The Master became The Mistress, or Missy for short. And she was fantastic. But we'll get there.
