My dog was rescued from the street, and after almost a year of searching for a forever home for him, he stayed with me instead. The same is true in Thailand. There are often calls for laws to be enacted for animal cruelty but they are almost always completely ignored. The Royal Family on occasion will call for the Thai people to be kinder to animals because they are dog lovers, but this only lasts for a month or two and then people go back to their ways that have existed since forever.
