I am fairly new to steemit and I have no idea what this is but whales? like this account can just do whatever they want and downvote people. Just because they have a lot of voting powers.

Steemcleaners downvotes have a lot of process and background work behind them. There is a specific scope, community input, community involvement, reporting, appeals and due process in every single vote. It's an account that's managed through a custom website and set of tools and in which every downvote is logged for auditing both internally and externally.
The goal of the Steemcleaners is to fight fraud on the blockchain. You probably don't realize being relatively new that fraud is a huge issue here. Plagiarism (stealing other people's work and passing off as own), identity theft, and cybercrime are just some of the issues Steemcleaners offers the first and sometimes only line of defense against. We're not talking about a few accounts owned by individuals who make mistakes; we're talking thousands of accounts with deliberate exploitation systems behind them. Lately we've found that many of the larger fraudsters aren't even running their own accounts, meaning there's no one to educate.
I do realize that you received some downvotes from the account. Normally they are accompanied by comments but at times they may be staggered. You probably can guess it's because you're uploading random people's videos and text without giving them proper credit. Your best post that I can see is this one because you wrote it yourself.
