I have seen that some people upvote until their Voting Power exhausts. Every user on Steem blockchain is given 100% voting power but it declines after every use. It replenishes about 20% after every 24 hours. Some people have fair bit of SP but they upvote until their voting power becomes almost zero and so as the value of their upvote. It is apparent that voting power determines the value of the upvote.
Do you think it is a good practice? Should they not preserve their voting power and upvote the posts with the highest possible voting power so that the posts, which they had upvoted, would get the maximum profit?

I would like to just leave a comment here, I hope that is OK.
My upvote is worth nearly nothing. What does it matter if my upvote is worth nearly nothing or even less? 100% seems the right thing to do in my case, if only for the warm and fuzzy feeling it may or may not evoke. There's a slim chance of a warm and fuzzy feeling! Is that not the point of an upvote?
I think the answer to this poll depends on how much SP you have.

I think that everyone may do whatever they want with their own Steem Power.
Maybe some people don't even know about how the voting power works.
They should be educated about it, but some people are adjusting their voting weight/strength at the time of voting, so they are willingly not giving 100%, even if they have 100% voting power.
The declining of the voting power does not really matter to some people.
Some people have more valuable upvotes at 1% than the most of us at 100%.
Imagine that you are a whale with 1 million Steem Power.
If you have 100% voting power, and you upvote something with 1% voting strength, then you still give $0.14 with your upvote even with these low Steem prices nowadays.
The price of the Steem is approximately $0.25 USD nowadays.
When the price of the Steem will go up, then everyone's upvote value will increase.
If the price of the Steem is $0.25 USD, then you can buy 1 million Steem with $250 000 USD, so nowadays you don't even have to be a millionaire to become a Steem whale.

Yeah, but the value of up vote also declines with the voting power. 1% up vote when one's voting power is 100 percent is more valuable than the 10%upvote at 25 percent voting power. So, the voting with low voting power may become unfruitful for the vote receivers.
