because it,s the time you can earn more steem. The price of steem is less then $1 not even less it is nearly half of $1 so you will get the steem rewards on you posts accoriding to the price of steem. if you make 2.5 dollar on your post you can get more then then 1.8 steem on it. and if the price of steem is $1 you will get 1 steem.
