Steps
One:
I put a rough sketch drawing to make sure I was following the brief: I need to show a couple, bus stop, nearby tree, rain, partly cloudy sky, rain on the glass, light traffic with a few vehicles.

Two:
I started to put a base color on the couple, the cars and sky.
Three:
I then added some details like traffic sign. I got stuck here not knowing how to create the rain on the glass of the bus stop.
Four:
Added a bit of shrubs and grass on the scene then worked on the details of the couple. The last detail added is the rain pouring down.
