Here is the sample picture that i'm going to convert into water color painting so lets gets started.
Tip:

• try to choose a picture which has a one color background or remove background.

Make a copy of your layer by using Ctrl+J
Convert it into black and white
Select Color Doch
Invert it
Convert this into smart object
Go to filters select blur then select gaussian blur
The picture will looks like this as you can see below.

使用Ctrl + J复制图层

选择彩色多孔
反转它
将其转换为智能对象
去过滤器选择模糊，然后选择高斯模糊

Make a copy of background layer
Desaturate it by using Ctrl+Shift+U
Go to FILTERS select FILTER GALLERY and select STYLIZE and then select GLOWING EDGES
Then INVERT it again and select MULTIPLY

进入FILTERS选择FILTER GALLERY并选择STYLIZE，然后选择GLOWING EDGES

The image will be looks like after apply above tools.
But in this image also applied CHARCOAL FILTER

Now its time to add some colors so first i applied on the middle as you can see

Increased some color saturation here and its became more visible and added some sharpness
