The US federal government will not end the drug war on its own, but may do so to avoid the appearance of complete obsolescence. Cities, counties, and states will continue to nullify federal regulations and drug schedules until the drug war has ended de facto. Once ended in the US, the domino effect will make its rounds globally. Few countries will maintain strict drug laws after.
The true history of the drug war is now accessible to the public. Though the war on drugs has roots back in the early 1900's starting with Henry J. Anslinger, Nixon's administration created the global war on drugs. We have found that Nixon unsurprisingly lied about his motives in criminalizing drugs. As usual the beneficiaries of this legislation were never to be the American people, but the politicians own agenda.
According to John Ehrlichman, one of Nixon's top aides, the true intent of the war on drugs was to disrupt their political enemie's communities. The left and the black community. The anti-war people. Nevertheless, Nixon was later impeached for a different scandal.
Different administrations found the war on drugs useful to their agendas in different ways. Ultimately, it has been the lobbies of the pharmaceutical, alcohol, tobacco, and others that has prevented any sort of real reform on a national level. This collusion between the federal government and big corporations is now very obvious to a majority of Americans. Recent polls show that a majority of Americans are in favor of Marijuana legalization.
So as it usually happens, the crony interests are enforced against the will of the people until they simply cannot be. Eventually the federal government will fear having the image of complete obsolescence and tyranny and so will be forced to end the war on drugs at some level, either by granting these powers to the states themselves, or some other means. This has recently occurred for medical marijuana users.
I suspect that we are now witnessing the beginning of the end of the war on drugs. As well, an economic crash in the near future may increase demand for illicit substances which would function as a catalyst for reform. Our overlords wouldn't risk the image of not caring for the sick, the poor, and the less fortunate in desperate times.

We are in the middle of a cannabis revolution and a massive paradigm shift. It's definitely been a long time coming. Lot's of negative PR and extortion to overcome. Right from Harry's agenda to force doctors to stop using cannabis as medicine and switch over to Bayer's aspirin formula to the fear mongering of "Reefer Madness". As soon as a tipping point is reached, just in the sheer volume of people, who realize how badly they have been duped by the current system, the so called war will simply be over. People will no longer be willing to play the game that's been going on for 70+ years.

Thanks for your kind words. I appreciate your response. I think there is plenty of evidence that we have reached a sort of event horizon, point of no return, in public awareness of the harm of the war on drugs. The public also seems to be doubtful of the claimed harm of schedule I substances. From this point forward, I think we can expect further deregulation. Though the corporate, cartel, and government interests are clearly in opposition to decriminalization or deregulation, it is already baked in the cake. We can expect continued resistance to decriminalization. However, this resistance to the will of the governed will be very short lived. We're are just years or perhaps months away from the de facto end of the war on drugs.

Agreed. I think we are about 2 years away from that in Canada. Our laws are changing rapidly. All licensed medical cannabis users were just granted the "right to grow" their own medicine on Aug. 11, 2016. We are waiting for our government to release the rules and regs which is set for release Aug. 24th. This is a huge "win". The next piece will be getting the "dispensary vs licensed producer" thing sorted and as another layer our government has promised full legalization by April, 2017.
No kidding aside, our government is not doing this for the good of humanity. They are doing this because they know they can't stop it and they recognize the revenue potential of it. Colorado is the model our government is following and it's all about the tax dollars.

Yeah and I think religion played a role in the legalization also. That is a loophole: certain religions are allowed to use for ceremonial purposes. The bible does not prohibit drug use. So those who take the bible literally have a permission of sorts.
