The song is about a decision that was made by the city of vienna while i lived there. They busted all the 'coffee (weed) shops' and drove the entire business on the streets. There were times when i could have buyed nearly anything along the way home, not just weed. ftr; no i did not live in a particular known part of the city, it was just during the Phase
Some decisions may turn out not that smart as they seemed at first ;)
