Yes it is based on soundcloud and built on the steem blockchain like dtube. As of now it has many bugs notice on the file I uploaded the last part got duplicated. Some times the sounds does not load, you need to reload many times but still a great platform for sounds/

Yes I was confused at first too until they clarified the real title. Yes dsound is still on ALPHA version so I think it has some bugs, on my end it sometimes works and sometimes it does not.
