Im one of the people who was earning with youtube and wont be able to earn anymore after youtube's changes, i found d-tube been playing around with it the last 24 hours but to make a decent amount of money with it is that really possible ?

I'm sure it is, you do need to grow your audience in pretty much the same way you need to on youtube. Also please bear in mind that d.tube is a lot smaller than youtube, so your potential audience is nowhere near as big, but the platform is growing rapidly, so I think it's a great opportunity for lots of people.
