There is a law called the DMCA ~ Digital Millennium Copyright Act that pertains to stolen video, images, sound tracks and other forms of plagiarism. YouTube and Facebook have standard forms for this but on this platform I do not know what can be done about it or how to proceed. Maybe contact steemcleaners to see if there is a bot to flag his account.

I think that could be because they may not be held responsible for what others upload to their platform, just like search engines are not held accountable for what others publish. This was a change in US law around 2012. The law is different for the EU where even listing information published by others that is strictly prohibited within the EU can get you into trouble. To demonstrate the difference: say publishing someones medical record is illegal in both US and EU. If you find it through a search engine in the US, only the publisher is liable, but in the EU, both the publisher and the search engine could be held liable.
