US city of Baltimore says it won't give in to the demands of hackers who paralysed major networks earlier this month. The cyber-attack which hit the city on May 7th, has left some ten thousand government computers blocked making it impossible for people to pay their bills, taxes and parking tickets.
It's estimated that $18mn have been lost so far. The hackers say they will unblock the network, if the city pays them $100,000 in Bitcoin.

If it's the NSA's fault or not, I don't see why they can't consult on it to help. They have a large number of computer experts. I certainly don't think every city can solve these sorts of issues on their own. They simply don't have the resources.
