yea but the problem is, if a country was actually the way you say, it would get trampled over by other counties without an organized army.if you just beat people or kill them for being bad things can get corrupt really fast. anyways, if you have a country without a government or a really small almost none existent it will be corrupted more and more until someone or some group will take all the power.
