The laws of the physical world don't always align with the perceived needs of government bureaucrats to fight climate change. Here, the French government invested $5 million euros in a project with little chance of success. That's not an investment ... it's corporate cronyism. I am going to go out on a limb and speculate that there was no accountability for this failure and further speculate that the government bureaucrat who approved the grant has probably been promoted. Not a big deal. Deficits don't matter ....
