The triumph of course does not necessarily happen by itself. But this glory is erect after Sultan Ali Mughayat Shah instructed the Basic of Aceh Kingdom which must be obeyed by all people.
Referring to the record of Tan Sri Sanusi Junid in his personal blog known to the Sultan of Aceh has set 21 obligations for his people in order to achieve glory. He gave the title 21 Testament Sulthan Aceh-The Aceh Code quoted from the manuscript "Wasiat Sultan Aceh".
This manuscript is found in the library of Universiti Kebangsaan Malaysia which contains instructions to the leaders of Aceh and published on Sunday, 12 Rabi'ul Awwal 913 Hijri or at the same time 23 July 1507.
Of the 21 obligations is finally known the existence of a clear attitude of Sultan Ali Mughayatsyah advancing the export activities of the Kingdom of Aceh that time. Large pepper trade in the time of the sultanate of Aceh was recognized by the Director of the Portuguese Treasury in Goa, Jorge de Lemos in the 1590s.
