KINGDOM Aceh has been victorious in the waters of the archipelago thanks to pepper export trade. It lasted long until finally Aceh became primadona pepper for the whole world at that time.

The triumph of course does not necessarily happen by itself. But this glory is erect after Sultan Ali Mughayat Shah instructed the Basic of Aceh Kingdom which must be obeyed by all people.

Referring to the record of Tan Sri Sanusi Junid in his personal blog known to the Sultan of Aceh has set 21 obligations for his people in order to achieve glory. He gave the title 21 Testament Sulthan Aceh-The Aceh Code quoted from the manuscript "Wasiat Sultan Aceh".

This manuscript is found in the library of Universiti Kebangsaan Malaysia which contains instructions to the leaders of Aceh and published on Sunday, 12 Rabi'ul Awwal 913 Hijri or at the same time 23 July 1507.

Of the 21 obligations is finally known the existence of a clear attitude of Sultan Ali Mughayatsyah advancing the export activities of the Kingdom of Aceh that time. The reason is, there are two obligations that must be implemented by the people of Aceh in direct contact with the stretch of trade in the Malacca Strait.

First Sultan of Aceh requires the people to plant pepper and other spices to meet the export needs of foreign traders. At another point, the Sultan of Aceh also obliges its citizens to learn the science of domestic and foreign trade with foreign nations.

Since the policy, Aceh has become the largest pepper producing region in the Malacca Strait waterway. Sultan Ali Mughayatsyah policy is then a top priority of Sultan Al Kahar is to increase trade and safety guarantees.

Large pepper trade in the time of the sultanate of Aceh was recognized by the Director of the Portuguese Treasury in Goa, Jorge de Lemos in the 1590s. He said the results obtained by the Sultan of Aceh from his foreign trade within a year across the Red Sea could reach three to four million gold. The results are obtained from pepper exports and other trades reaching 30 thousand to 40 thousand quintals.
