Unfortunately, those few people who "still believe in earning money..." (at the end of your article) are hampered and discouraged by their own local governments. Without proper licencing and permits, they are not allowed. The day of hustling a few bucks for one's sustenance are almost gone - they have gone the way of the neighborhood lemonade stand!
