7.1 Frozen account
Sometimes, a smart contact behaves abnormally or unpredictably, and does not perform as expected; other times, an application or account may find a vulnerability that can be exploited to consume a lot of resources. When these problems inevitably occur, the block producer has the right to correct this situation.
All block producers on the blockchain have the right to choose which transactions are included in the block, so that they can freeze accounts. The blockchain using the EOS.IO program officially authorized the freezing of accounts through 15 votes of 21 active producers.
If the block producers abuse their power, they will be voted out, and the innocently frozen accounts will be unfrozen.
7.2 Change account code
When all other methods fail and the "unstoppable application" works in an unpredictable way, the blockchain using EOS.IO software allows the block producer to replace the code of the account without forking the entire blockchain. This is similar to the process of freezing the account. The replacement of this code requires the vote of the selected 15/21 block producers.
7.3 Constitution
The EOS.IO software allows the blockchain to establish a point-to-point terms of service agreement or sign a binding contract between users, which is called the "constitution". The content of this constitution defines the obligations of users, which cannot be completely enforced by laws and regulations, and promotes the settlement of disputes by establishing jurisdiction and choice of law and other mutually acceptable constitutions. Every transaction broadcast on the network must include the hash of the constitution as part of the signature, thereby clearly binding the signatory's contract.
The constitution also defines the human-readable intent of the source code agreement. This intent is used to identify the difference between errors and functions when errors occur, and to guide the community on what corrections are correct or incorrect.
