any solutions to governance that requires the good will (or tokens) from a centralized party (like B1), that cannot be enforced on chain or economically incentivized to align with the desired governance practice is from my point of view not a long term solution to the governance but in the best of the cases a temporary fix

In essence, you are correct :) However if this mechanism proved effective, the proxy could evolve into a sustainable entity, fuelled by tokens coming from many donors. The B1 precedent is a good starting point to explore this angle, thanks to their above average voting power, and the constraints they might be facing when it comes to putting their tokens into use. We would like to encourage a flexible and creative approach to this topic, along the lines of "how to offset plutocracy trends on DPOS". If solved, it would greatly improve the protocol and perhaps become a part of the system contract in the future incarnations of EOS.
