The emergence of militia in Aceh stems from a prolonged conflict between the Government of the Republic of Indonesia and the rebels of the Free Aceh Movement (GAM). Exactly, never known clearly. However, civilian action trained to use weapons (militias) is aimed at assisting one of the parties involved in the Aceh conflict.
According to NGO data, there are 21 militia groups in Aceh, some of which are: Defenders of the Homeland (PETA), the Free Front of the Free Aceh Movement, the Aceh People's Resistance Front, the Acehnese Rescue Front, the Indonesian Defense Forces Laskar, the People's Anti-Separatist Movement Aceh. And there is another militia called the People's Anti-Separatist Citadel, the People's Defense Front of Teuku Umar, the GAM-Teuku Peukan Resistance Movement, the Public Defender Movement, the Red White Rescue Front, the Red and White Warriors Anti-Free Aceh Movement and the Free Aceh Movement Anti- Javanese Birth-born Son (Pujakesuma), Seroja and Jago.
The initial goal of militia formation was, in essence, to protect the anxious and feared Acehnese people who were allegedly caused by the troublemakers' movement (GPK). But gradually, the original orientation changed. The militias, apparently, used their weapons to reverse terrorize and intimidate the Acehnese people they were supposed to protect. People are frightened and the victims are falling. Conflict ethnic nuance was finally broken. This is especially true in the Gayo highlands. The perpetrators allegedly are immigrants from outside Aceh (transmigrants) who expel residents of Aceh's coastal origin. They (Aceh coastal people), most of whom speak Acehnese language are considered as 'carriers' of separatist ideas to the Gayo highlands.
In fact, there has never been any friction between ethnic Aceh from coastal and local people (Gayo), before finally arriving outsiders (transmigrants) who disturb the peace between the two brothers one area. In fact, in 1999, it was planned that 2000 members of Pam Swakarsa (trained civilians) from outside (Aceh) were to be deployed in Aceh (vigilant, 22/2/1999). In 2003, the militias thwarted Aceh's long-standing peace efforts. This happened during the JSC (Joint Security Committee) beating event at the Musara Alun field, Takengon which started the breaking point of CoHA (Cessation of Hostilities Agreement) facilitated by HDC (Henry Dunant Center), (Kontras release 3/3/2008).
Shortly after the incident, on May 19, 2003, the then Indonesian President, Megawati Soekarno Putri, imposed a military operation in Aceh. Bumoe Indatu was again covered in blood. The promise made by Megawati who called herself "Cut Nyak" on July 30, 1999, was forgotten as easily as it was pronounced. At that time Megawati with tears (crocodiles) said, "For the people of Aceh, believe me, 'Cut nyak' will not let a drop of blood spilled in the Land of Rencong
