Menyusun sebuah perencanaan perlu ke hati hatian, sehingga dalam dokumen tersebut, tidak terjadi kerugian di pihak masyarakat, begitu juga sebaliknya agar tidak terjadi mark up, yang nantinya menjadi temuan dari tim audit.sehingga pelaku kegiatan padaw akhirnya tak terjerat dengan hukum.
