Pendidikan dan Pelatihan Dasar (DIKLATSAR) merupakan suatu rangkaian kegiatan yang harus ditempuh oleh setiap individu yang mempunyai jiwa sosial tinggi dan ingin berkecimpung serta mengabdi dalam dunia ke-Palang Merah-an. Dalam kegiatan tersebut mereka akan dididik dan dilatih sedemikian rupa sehingga setelah mereka lulus dari DIKLATSAR mereka akan menjadi generasi relawan PMI yang siap terjun di masyarakat serta berbakti kepada bangsa dan negara.
