who Know about upcoming Coins?

Is any one here you can Guide me about new Upcoming coin. I just read the white paper of State coin bank. they said they will get market cap at the price of 2$. now the price of coin is only 50 cent. so should i invest in this coin or not? They are written in white paper that they are coming for trade and finance and soon every one can buy they Coins.
