الجزائر.. الباب الأكبر من أجل توسعة النفوذ الروسي في شمال أفريقيا

لا تُعد الخصوصية في العلاقة بين الجزائر وروسيا أمرًا مستغربًا، خصوصًا إذا ما جرى النظر لهذه العلاقة الاستثنائية في سياق أوسع يتعلق بالرغبة الروسية المتزايدة في تعميق نفوذها بمنطقة شمال أفريقيا، بعدما فقدت أكثر من حليف في أعقاب ثورات الربيع العربي؛ إذ يأتى على رأس هؤلاء الحلفاء نظام القذافي الذي كان إحدى الأوراق المؤثرة للسياسة الروسية في هذه المنطقة.ولطالما كانت منطقة شمال أفريقيا رقعة جاذبة للنفوذ الغربي والأمريكي في السنوات الأخيرة؛ وهو الأمر الذي شكل دافعًا قويًا للدب الروسي لمزاحمة هذا التواجد الغربي، خصوصًا أن هذه المنطقة تمتعت بحضور روسي نافذ طيلة السنوات السابقة.

لا تقف الرغبة الروسية عند توسيع نفوذها عن الجزائر فقط، بل تمتد لتشمل كذلك المغرب؛ إذ تخطّى حجم التبادل التجاري بين الدولتَين 3 مليارات دولار في العام 2017، كما وقّعت المؤسسة الحكومية الروسية للطاقة الذرية (روس آتوم) مذكرة تفاهم مع وزارة الطاقة والمعادن والتنمية المستدامة في المغرب أكتوبر (تشرين الأول) 2017 حول استعمال الطاقة النووية لأغراض سلمية.

كما سعت روسيا بجهود واسعة لاستعادة حليفها التاريخي ليبيا عبر مد قنوات اتصال مع أكثر من فاعل سياسي؛ وهو الأمر الذى أدى إلى استعادة جزء مهم من النفوذ الروسي في هذه المنطقة، والتي يُستدل عليها من واقع تضاعف حجم الأعمال التجارية بين البلدين ليصل إلى 135 مليون دولار في العام 2017، وساعدت موسكو الحكومة في طبرق على التعويض عن عجز السيولة لديها عبر سكّ عملة لمصلحتها.

أمام المساعى الروسية المتزايدة لتعزيز نفوذها في منطقة شمال أفريقيا؛ تحاول الولايات المتحدة الأمريكية مجابهة هذا النفوذ عبر مد قنوات اتصال جديدة، وقطع الطريق أمام الدب الروسي.وليس أدل على الاهتمام الأمريكي بهذه المساعي سوى ما ذكرته آيرا وينر، الباحثة في معهد واشنطن آنا بورشفسكايا أمام «اللجنة الفرعية المعنية بشؤون الشرق الأوسط وشمال أفريقيا» التابعة لمجلس النواب الأمريكي من توصيات للحدّ من نفوذ موسكو وتحسّن الموقف الاستراتيجي للولايات المتحدة تجاه روسيا في الشرق الأوسط وشمال أفريقيا.

وشملت هذه التوصيات تحسين التعاون الأمني والاستخباراتي مع هذه الدول، والانخراط بفعالية أكثر في الشرق الأوسط، واستثمار المزيد من الموارد للتصدّي للجهود الدعائية التي يجريها الكرملين، وكذلك توجيه الدبلوماسيين الأمريكيين للتصدّي بنشاط للخطوات الروسية في المنطقة أيضًا.
