Rewarding downvotes would be useful to (in the short-term) encourage the minnows to 'join the fight' against reward-pool abuse. Rewarding downvotes is a double-edged sword however: it will also encourage information suppression as the culture war makes it's way to Steemit in the near future. Rewarding downvoting may eventually cause more trouble than it's worth. @ironshield

I have still not wrapped my head fully around the concept of a reward pool for downvotes/flags, but I do think it would be the solution to end bad things on Steemit, right now it seems like that stuff only rarely get flagged, since it cost voting power to flag and there is no incentive to do so. (other then protecting Steem for everyone at the expense on the individual flagger, both in voting power and potential start of flagwar)
Remember that you only make curation reward if others follow up on your flag by also flagging, so I think it would work well with curation reward, but on the other side everything can be abused somehow, so it will be important to make a good balance between the two reward pools.
