In this country [Canada] fascism was developed over a relatively short period of time. I remember as a student at University, we had a prime minister from Québec [Pierre Eliott Trudeau] . He was very arrogant [the son of a millionaire] , and considered himself to be a member of the elite. His background was quite interesting. His father owned many gas stations in the province of Québec These gas stations were all members of a very large Dutch oil Company called Petrofina. He began his federal political career as a minister of justice. During his time as minister he brought an allegation against someone in Canada and that person was charged under the national security act. As a student at University my friends and I watched these proceedings rather carefully. In the province where I grew up, political opinion was considered a pass-time. And to keep up with current events was a must. The trial began in secret. This raised a lot of suspicion with the newspapers. One newspaper in Toronto made an application to the court to identify the man who is charged. The court decided that it is a secret and that there was a ban on all information concerning this trial. But the person charged did get a code name. And that name was Peter True. This, as my university friends and I had decided, was a reference to Pierre Trudeau who brought the charge. Since Pierre in English is Peter and the word True is an abbreviation of Trudeau.

Supposedly the trial ended at a high undisclosed date. The charge was never made public. The only thing that is known about him is that it is a male. And it appears very likely that this male was executed or interned somewhere for life possibly, offshore. I have gone back into newspaper articles of this time and there is no reference to the trial at all. And tried to find references of the newspaper that addressed the court to get information about this person. There's no reference to it at all. In 1978, the prime minister of Canada created a new court. This court was called the federal court of Canada. I was out of university then and doing my best to start a career. But I kept close watch on these proceedings. This new court was completely different than the model of courts that we had been using since the confederation of this country. All previous courts of this country were modeled after the British system of justice. Under the British system of justice the people are protected from the abuses of the Crown. This comes from the days of the Magna Carte. The people of Canada had all the rights and freedoms as the people of England. This was the same model that was given to all of the colonies of England. Including the world's largest democracy India. However, in Canada, this prime minister decided to make his own court. I have been in his courts five times. I was always been self represented. I have used the advice of lawyers to proceed. Even one of my lawyer friends suggested I not attempt it, the reason being, very few lawyers are familiar with the system. The only lawyers who are familiar with the system work for the government of Canada. For one thing all of the forms are different, all of the laws are different, all of the rules are different. I was suspicious of why a prime minister of Canada would make a completely new court system. A lawyer friend pointed out to me that the only reason this court exists is to protect the government of Canada from the people of Canada. That means of course this is Napoleonic code. This is the civil law of the province of Québec in Canada [criminal law is English common law in Québec]. The prime minister was trained under Napoleonic code. He was a lawyer from the province of Québec before entering politics. And his disdain for the British [English] was legendary. While prime minister of Canada he had a meeting with the Queen of England [at Buckingham Palace] and at the end of the meeting, as the Queen was walking away from him, he very famously put his right hand above his head and extended his index finger pointing at the top of his head and did a pirouette nearly falling down from the force of his spin. He was photographed in this position and this image was widely distributed to all the major newspapers. It did not win him any favors with the Crown. He is a man who had very few regrets, if any, of his actions. [Ironically this prime minister's mother was from Scotland her maiden name is Eliott]. As William Shakespeare once said "when you think you have come to the end of humor, there will always be irony"

With this new court system, the prime ministermade an application to bring the Constitution of Canada [known as the British North America act], to Canada. Previously if Canada wanted to make any changes to the Constitution, Canada had to apply to the house of lords in London. This house of lords would review these changes and either approve it or not. This application took quite some time for Mr. Trudeau to accomplish, however in 1981 the Queen delivered the Constitution to Ottawa [the capital of Canada]. It was a very formal affair. The Queen signed on the lawn in front of the Parliament building's. Before she signed, it started to rain quite hard. She glanced at the prime minister who is seated on her right and he very desperately put his hand on the book and pointed on the line where she should sign. She gave him such a look that I never forgot it. She reluctantly signed. The prime minister was ecstatic. What was to follow was quite amazing.

The prime minister decided to write his own Constitution. He assembled and team of men [two others, there were no women] to assist him. The prime minister had his training from a private Jesuit college in the province of Québec. He studied at universities in Canada, United States, France and England. In Canada he became a lawyer, studying Napoleonic code. He traveled widely. He met Mao Tse Tung at the conclusion of their civil war [he was a great admirer of the Chinese leader]. He described the death of millions of Chinese as "necessary". He then went on to Cuba, to meet Fidel Castro. He was very impressed with Fidel. On his first attempt to go to Cuba he was stopped by the U.S. Coast Guard. He was paddling a canoe from Key West FL for the 90 mile voyage to Cuba [I hope he packed a lunch] . He eventually was barred from visiting the United States. But when he became the prime minister of Canada this restriction was lifted. But to get back to his new Constitution, the prime minister needed the signatures of all of the premiers of the province's of Canada. All of them signed. Except his own home province of Québec. The premiere of Québec's name was Rene Levesque. He held out because he was very suspicious of this new Constitution which had some very strange wording. He demanded answers and got no response. This meeting of the premiers took place at night in the capital city of Ottawa in the province of Ontario. The premiere of Québec left the meeting, despondent, to return to Québec. That is when the prime minister of Canada signed the Constitution in right of Québec. Even though he was not premiere of the province. The premiere of Québec had this to say "Québec has been stabbed in the back in the middle of the night". This has led to another irony in Canada. Canada, has a new Constitution. Québec remains with the British North America act. Since it is not a signatory to the new Constitution it is still bound to the old Constitution [the British North America act of 1867]. There has been some talk about legal challenge to the Supreme Court of Canada. This is a decision the Supreme Court of Canada has always put off. It may touch off a constitutional crisis.

When the prime minister brought the Constitution from England to Canada the house of lords had a string attached. That's string allows the people of Canada who could not find justice under the new Constitution to apply to the house of lords in England for restitution. The prime minister of Canada was not happy about that. But in my opinion this was the beginning, of a change in Canada, that would bring us far closer to fascism than anyone had thought of. And this has been my experience since. We have in Canada now a very popular [for the government] system of hearings called tribunal. The people appointed to hear you were all appointed by a politician [they are generally people who are owed a favor by a politician]. You get to speak once, at the hearing, about the allegation made against you by the Crown [the government]. I believe that they use this term [Crown] to scare you into submission. I am currently embroiled in a tribunal hearing now, actually there are currently two of them. I have been in contact with two government ministers, both have described that the tribunal's operate an arm's-length to the government and are under contract to the government. The ministers have written to me to explain that tribunal hearings are quasi legal. In one of the hearings there were three people on the board. One woman and two men. It was alleged that I had not reported income from a job. The government agency [service Canada] claimed that I had committed fraud. And they had imposed penalties [the total was nearly $1100]. I described to them that the money they're talking about is payment for the use of my car on the job. And it was paid on a kilometer basis. They listened and were quite polite. The woman concluded that I had indeed committed fraud. One man disagreed with her. So she read to him the directions that she was given for her job. I protest that this is not my wage but is compensation for my car. So two out of three ruled against me. And I had to pay the entire amount. I went to the employer [movie industry job] and explained my problem. They then change the way they reported the income for automobile compensation. This put an end to the tribunal hearings in this regard. Just to put a finer point on it, I inquired about the income of these three people. They are each paid $200 per appeal that they hear. I counted eight people in the waiting room. They had a good day. I reported, on my income tax form, the money I received from my car as my earned income. After some time I received a letter from the revenue agency, and they explained to me that this is not earned income. Service Canada got their $1100. This is that quasi legal thing I was describing. I have a lawyer friend, whom I spoke of before, and he listened to me complain about this issue. He smiled and said "the problem with tribunal hearings is that they cannot be appealed, to any court in Canada". I was astounded. The conclusion of a tribunal hearing is final. There is no appeal process for tribunal hearings at all. Even though they were clearly wrong I still could not get the money back. This is fascism with a dollar amount. This is Napoleonic code. Napoleonic code says that "the state is protected from the people". This is the same system of law that the prime minister had been educated under. And Canada has had many prime minister's with the same legal background.

George W. Bush once said, very famously, "I don't like dictators, unless I am the dictator". Now that puts it perfectly. It is also a true of human frailty. However, the advantage goes to the state. And I am powerless to change it. As I mentioned earlier our parallel court system called the federal court, as my lawyer friend pointed out to me, has only one use. It is to protect the Crown [government] from the people. And that is, whether my lawyer friend had thought of it or not, Napoleonic code. Our prime minister at that time was being interviewed on television by a famous journalist named Pamela Wallin. And during her interview the prime minister asked her what sort of government she thought Canada has? She stared blankly into the camera and did not answer. I thought to myself when I saw it, that this is a direct reference to Mao Tse Tung, when he famously said that it was so easy to take over China because the people had nothing in their heads. I was surprised that this well-known journalist could not answer his question. She has since been appointed to the Senate in Canada. She was also found to be stealing money from the government. Which later got reworded to something else that sounded much less criminal. The Royal Canadian mounted police [the federal police force] made charges and were bringing her to court for prosecution. Then mysteriously the Royal Canadian mounted police dropped all charges. The battle against fascism was weak.

There is a relentless pursuit of ultimate power. I will continue this shortly.
