Faketoshi Threat

Faketoshi own a lot of hash power. Small network hashrate digital coin can be killed if he wishes like NBR. Is the Proof of Work based cryptocurrency is safe? I believed a none minenable token is safe like XRP. If there is a cryptocurrency that is minenable that has a fixed hashrate to any computer power used I supposed it is safe.
