$5000 PER MONTH, PER CHILD...that's the CPS INCENTIVE TO KIDNAP. No wonder we have a problem!!

State and local CPS administrators actually receive $6000 per month from the libtard federal government. Of that, the foster parents WHO DO ALL THE WORK AND DEAL WITH ALL THE HEARTACHE get $600 per month. The other $400 goes to administrative overhead, and the state and local coffers POCKET THE REST.

Surprise, surprise...this boondoggle began with...drum toll please...THE CLINTONS. Here is an excerpt:

The public relations campaign promoted it as a way to help abused and neglected children who languished in foster care for years, often being shuffled among dozens of foster homes, never having a real home and family. In a press release from the U.S. Department of Health & Human Services dated November 24, 1999, it refers to 'President Clinton’s initiative to double by 2002 the number of children in foster care who are adopted or otherwise permanently placed.'"

Sounds hunky dory...right? But, as always, when you give the beast more money and power, it finds ways to cover it's tracks, sound okay, and then manipulate outcomes so that the fine, flowery language gets totally perverted into something else. Here is another brief excerpt:

"Initially funds came from uncapped Title IV-D funds that made foster care extremely profitable, and the official belief was that abused children were better off in foster care, and for as long as possible. One of the problems with these funds is that they were highly controlled by the federal government on how the states could spend the monies....

As such, our local governments find themselves sorely tempted to provide a service where one is not necessarily warranted (since reimbursements grow as the amount of services rendered grows), and unfortunately all too often where the provision of unneeded services ends up being destructive in the lives of those 'served.'

For instance, in the case of foster care, the present reimbursement to state and local government for each child taken into foster care is approximately $6000/month. Yet the foster care provider (the foster parent) receives only somewhere around $600/month. Allowing about the same for administrative costs, each child in foster care is worth about $5000/month; that’s pure profit on the bottom line!"

On the street, we call this "a racket," and that is what it is. The federal government is thus guilty of perpetrating the largest and most lucrative racket of all time. Is there any wonder then, that this financial windfall for "Child Protective" "Services" and the local governments they "serve" causes local officials to wink and nod, and grab the money bag? After all, they can probably talk for hours about all the wonderful things they can do to even further "serve" the public with these funds.

Sadly though, we know that many local governments simply park these funds OFF THE BOOKS in something called "Comprehensive Annual Financial Report(ing)." (CAFR). Check out this video:

All kinds of governmental jurisdictions hide their shenanigans...local towns, school districts, police departments, rec departments, etc., etc. These off-the-books stashes are also rife for individual abuses by sticky-fingered politicians and "managers." The BIG, UNDISCLOSED lie of local governments is that they all have two sets of books, and the public only gets access to the "budget" which always "cries poor" and ALWAYS demands "raises" in the form of higher taxes from local citizens.

So, the DHS/CPS financial boondoggle has become a major provider of secret slush funds for local power brokers to play with. This is, obviously, as corrupt as can be, and the "hand-in-glove" symbiosis between CPS bosses and local governments is the reason why parents can seldom get anywhere when taking on the local powers-that-be. HINT: the local courthouse--and with rare exceptions--EVERYONE IN IT....judges, clerks, lawyers, etc... is also essentially on the take and cozy (way too cozy) with local governmental units.

If we expose the hidden money, and we ask all the right questions, we still may never reverse this evil course, but at least here in New England we do have PUBLIC TOWN MEETINGS where these things can be brought up and exposed--at least locally. Getting the mainstream media to help is not easy, but we have the internet, and we are gaining traction in exposing evil, daily, through electronic means-- DESPITE the crackdown on truth by Facebook and their ilk.

That is why we must all keep Steemit censorship free. This place has the potential to be a BRIGHT SHINING LIGHT and a powerful disinfectant. Let's ALL keep the heat on CPS/DHS and their corrupt finances. Let's keep the heat on the CAFR system and all the hidden largess.
