I think Det. Cromwell just figured out when Gary exited his car and just before leaving the driver side, he moved the outside mirror to face the traffic. This would cause the bright lights from the vehicle barreling down the street to reflect back at the unfortunate driver. The blinding light would be too much for anyone to understand what happen.
