The villain wants to create a utopia through the rigid application of science. Nearly everything he says is a reflection of the early American progressives, the ones who advocated eugenics and weeding out inferior people and races as a precursor to building a superior humanity. He's filled with hubris and a faith that science and reason guiding top down control can create that better world.

It wasn't a super serious movie or anything. It was mostly what one has come to expect from the Guardians franchise... Humor and fun with specks of darkness underneath and stuff, while remaining light-hearted and focused primarily on banter and friendship. I don't think a normal person should expect to walk away with any real thought that there was some kind of underlying political message or something. But for someone who looked into early American progressive thought, it seemed kinda hard not to make the connection.
