The state goes after the little guy as little guys can't fight back. They will wack small tax payers with every fine in the book.

During an audit, I proved that I overpaid the taxes by $500. The auditor agreed with my claim ... but then told me that the only way I would get the refund was if I had a good tax accountant (with the right connections). The state kept the funds.
