You can order this at dim sum or if you're lucky and know an Auntie/Uncle who makes it you can get it homemade.
It is first steamed, but then it can be pan fried to get it crispy. This is what most restaurants do. It contains turnip, Chinese sausage, dried Shiitake mushroom and dried shrimp.
You don't need to really pair it up with sauce although Taiwanese restaurants do serve it with sauce. A great turnip cake will have strands of turnip or chunks of it inside.
