One of the cheapest but very good Sushi Restaurants I know of is Edonoya in Kanda. Just use JR Yamanote Line and get off at JR Kanda Station.
This is a very reasonable priced Sushi Restaurant, we go here once we have spent our money on expensive meals in Japan ;)
It belongs to a chain, which only operates in Kanda and has 7 Sushi Restaurants within a 100m radius
Ikura Caviar, Sea-Urgin, Negi-toro, Kani-Maki only 1680 Yen (15 USD)
Sardine 120 Yen (1 USD), Mackerel 230 Yen (2 USD) per piece
Ama-ebi, Aburi-Salmon, Scallop and Toro Tuna

If you like Sushi and are more of the I want to eat 70 pieces instead of 18 this is your restaurant. The quality is very good, while the prices are super low. Well in Europe or the US you might be able to get cheaper Sushi, but don't kid yourself. This is real Japanese quality, prepared by real Japanese Itamaes (Sushi Chef with min. of 8 year training). So the Vietnamese or Thai Sushi Chef who runs that All-you can eat in your country can't compete with this setup. They are running 7 restaurans, so they buy fish in bulk and much cheaper than other restaurants. My favorite (and most of the foreigeners) is Chu-Toro (Fatty Tuna) They have real japanese Tuna and it is delicious.
Their Crab Miso soup is very very nice too, so don't miss it! With 4 people you won't be able to spent more than 200$ no matter how much you eat here...

Yes, you can see on the picture the ama-ebi. this is my favorite.
there is boiled ebi and there is bottan-ebi (460yen)
ama-ebi is delicious in japan. try the uni too, it's expensive but great.
