In a country where the lack of financial power is an evidence, clubs tend to invest in Academy (infrastructures and scouting) as a major part of its general revenue.
In Benfica's case, this is particularly notorious. Even though the club can only keep these talented players for 1-2 years in the A squad, the club is being able to win titles despite the need of bulding almost entire teams every year.
The future of teams of this kind of countries passes by a smart management of its own Academies.
