The child learning bits and pieces from elders and people who specialise in certain areas, getting a rich education. But once you remove it from the original context, and turn the village into a governing body that owns the children, and everyone is forced to give money for authorities to use to raise the children in a limited, shallow education, so children contribute to society that best profits the authorities, and parents are forced to give up the right to raise their child as they see fit, then yes, scariest, most artificial, perverted model I can think of.
