Well that's been the game played in my town today, Richard.
Two police officers stopped me on my way to the beach and then I learned: the truth doesn't matter much when the more powerful decides on redefining the rules.
I would have loved to film the scenery for you.

It's not a new story that excecutive power has an image problem.
However, today was the very first time I came to know why. On my way to the beach I got stopped by two traffic police officers. In Spain they're called "Guardia Civil".
These guys don't have the best reputation on Canary Islands. Yet, I had never had any problems with them personally, so I was extremely cool when they stopped me.
Probably I was too cool, I have no idea. In any case there must have been something in my behavior that irritated one of the officers.
It was about noon when I was approaching a small village on my way towards the beach. I spotted them on the right in a small parking lot. The officer that was standing closer to the street looked at me and then beckoned me to stop. So I did.
What then happend still completely escapes my understanding.
The officer who had stopped me approached the driver's side of my car, and I kindly saluted him through the open window.
He didn't react and asked me to show him my driving licence and passport right away. I told him that I would need to leave the car since my purse was stored in the back (trunk) of the car. He nodded, so I opened the door and stepped out of my car.
I opened the trunk while he looked through the windows of the car.

Then the officer started to dialogue:
You can't drive with your surfboard inside the car, lady! It has to go on the roof in a baggage porter.
I stopped searching my purse in the back of the car and looked up to him. He came closer, standing right in front of me. Then I said:
Oh, really? That's actually new to me. It's just that I'm driving across this island with my board inside the car since one year now. I've passed many controls in the meantime and nobody ever told me to take that board out. So honestly it's the first time I hear that.
That's the truth by the way. But as I learned then, the truth was the last thing that mattered here. The officer did another step forward so that he could look right down on me. Then he smiled disrespectfully from above, took his notebook and answered:
Señorita, I will press charges against you now. Maybe you understand the law better when you have to pay a bill of 200 euros, what do you think?
I was speechless. Did he really say that? I thought it was probably better not to answer anything. However, I couldn't just stand there and agree. I mean I knew that he wasn't right and only wanted to demonstrate that he was the more powerful in this dialogue. So I immediately decided on playing the poor little girl and unliterally begged him on my knees:
Oh please, I didn't mean it. Why can't you just warn me and I swear I will buy a baggage porter for the surfboard and store it properly from now on? Really! I will go and buy it this afternoon, promised!
I felt horrible saying these words, because I would have loved to tell him a completely different story. It was clear that he wasn't acting according to the law. But I didn't have any chance here.
He glared at me in a way that was absolutely disgusting. Lucky me I was wearing my sunglasses so that he couldn't look me into the eyes and assume what I thought. Then he replied:
I'll be watching you, lady. If I ever see you again without a properly stored surfboard, you will pay that penalty!
I was surprised but then quickly realized what happened: these 200 euros were just part of a game. He never wanted to really press charges on me. The only thing he pretended was to threaten me - and then enjoy my reaction.
The worst part of this story is that he even randomly defined these 200 euros.
There is no written law that backs his decision to press charges against me. I did the research being at home later.
It's not recommended to carry the surfboard inside the car since it may have a negative impact in case of an accident. However, it's not mandatory to store it outside the car.
I would have loved to film the scenery and publish it on the blockchain, even though then I would have wronged all the other police officers that are doing a great job every day.
One single lie is able to destroy a whole reputation of integrity.
Now I understand why traffic police officers have such a bad fame on my islands. Stories like mine are told on every street corner. It seems that many officers take advantage of their power in a way they shouldn't.
The biggest problem is that you can't challenge them since their departments are controlled by corruption. Whenever somebody tries to attack them, they buy their way out of the trouble - and you pay!
How are we able to defend ourselves from these unfair situations and people?
I hope you haven't made any similar experiences yet, steemians! Nobody should ever have to go though that.

I sadly also have all too many, even worse, stories. From time to time I will write them here on Steemit. And you know what the sad cause is?
We, the people, believe in the myth of human authority. We have accepted as true the idea that one person or group can have arbitrary authority over another.
It has taken most of my life, but I have finally come to abandon that idea and recognize that no human has any right to impose his will on another by force, except in self defense...
SO much more could be said about this! We could discuss for hours, for days...

After that weird encounter I have talked to a friend who is a cop. He tried to explain to me how these things are managed. It seems that the law is not absoultely clear, which means that you can actually store your surfboard in the car but it has to be safed accordingly. So now what is accordingly. There is the problem. My friend - the cop - called it discretionary power. I had never heard about that before. But it means that the person (here: cop) is allowed to make decisions based on his own discretion / understanding / opinion.
I think it's terribly wrong equipping excecutive power with this tool! Why? Because most of these guys take an advantage of the situation in a bad sense. 80% of the traffice police officers I have met during one year on this island now are presumptuous, arrogant, aggressive and act inappropriately.
Giving these guys a "frame" of handling situations according to their own belief and mindset is totally wrong - and actually even against other human laws we do have!
We're only talking about a surfboard and nothing really dramatic. However, actually it's my full right to store it safely inside the car. Still if I get stopped by the wrong person, it can end up in a completely different way.
What I will do now is always having my GoPro inside the car. Whenever I drive into a control I switch it on and start filming everything, even having the camera visibly positioned so that they can see what I'm doing. I also have a printed version of the part of the law which has effect here inside the car.
I don't want to cause any trouble, I simply don't want to play their game.

Sadly it is the very nature of human government use of force that attracts sociopaths to these positions. Each one of them loves to "lord it over you.*
That is a euphemism for "rule of man" instead of "rule of law." In other words, it is the arbitrary use of force. Very sad, but I understand it is very true and real, especially when you are facing it.
It sounds as if you're taking some wise precautions. I hope filming with the GoPro doesn't just antagonize them!

Oh, girl! In many countries police just stop people to get extra money, I know, that Spain is not one of them but still! Don't pay any attention to those suckers! I live in Thailand, so... :) But to be honest, I was stopped less than 10 times in last 4 years. We don't have highway police here, so they stop people only near the police station or if they have a witch hunt! The police in Goa was the worst I've ever met! They had a checkpoint after 11pm, which you should pass in order to get to most part of places and they tried to stop everyone passing by. It didn't matter if you have all the documents or you have none, they demanded money, being very rude, angry and aggressive! So everybody just speeded up, when passing this checkpoint, but policemen tried to hit your bike with a wooden club and if you get scared and slow down they get ya! I almost got caught my last night in Goa, I speeded up, but they parked a bike on the road behind the checkpoint so that no one could see it, so I crashed in it! As soon as I realized I am on the ground there were 5 police guys surrounding me, one took the key from the bike and was going to kick me! So I made a decision, pushed them away and ran as fast as I could:) Luckily my friends didn't drive far away, so I was picked up not far:) That was kinda scary, but now I can say it was fun too:) Cheer up and have a wonderful weekend:)

OMG! What a crazy story. Now I feel that my little yesterday's encounter was actually nothing worth to mention...:-) So the guys at that checkpoint are still calling themselves "police officers"? That's insane!!! I'm really glad you got out of it, you must be a good runner though! The situation would have totally scared me, no doubt.
I've read a lot about 'storing surfboards safely in cars' since yesterday. So now I'm the expert if they will ever stop me again, ha!

Haha, yeah! The most difficult part was to push 2-3 policemen holding my arms away, I was sure they wouldn't follow me at night, due to their laziness:) Luckily the police in Thailand is more helpful and polite than in India. They would treat you like that only if they know you committed a crime for sure! I watched a video, where they actually kicked the motorbike of some wanted drug dealer, while he was trying to make a U-turn, so he just fell to the ground!
So were you right about the law? I think if it was true, you would know it already, at least somebody would definitely tell you about that!

Yip, I was right. My board was safely stored in the car, not interfering in my driving. That means that he wouldn't have been able to charge these 200 euros actually. Probably he realized that, too. That's why he didn't do anything in the end and just threatened me. The next time I'll have a printed copy of the law in my car. When they stop me, I can read it to them. That could be fun!! Haha!

I knew, that you were right! The law sounded ridiculous, even though I agree, that it might be dangerous during the accident! I am really sorry to hear this happened to you. You're absolutley correct when you said "But as I learned then, the truth was the last thing that mattered here."
One of the many reasons we left the states over 4 years ago (yes, we've returned in recent months) was because of the rising police state. I share a lot of my Dad's personality and he's a very independent free willed thinker and cannot stand being told what to do by people in uniform. Fortunately, what happened to you has never happened to me directly,... yet. I don't know how I will react when that day comes. At least you kept your 'cool,' of course you're full of cool.

I can only imagine how things must be in the US. As I just told @paulie2coins (comment above): that's another level. On our islands corruption is very widespread, however what you call a police state doesn't exist. After the today's encounter I've well prepared myself. I studied the law and now I perfectly know what my rights and duties are in that context. It's pretty clear that the officer wanted to take advantage of the situation. These 200 euros appear in the Spanish law, but in a completely different context. He was obviously trying to let me pay for something I didn't commit.
Anyways, I like your point of view and free mind (which you obviously share with your father :-)) and I like that we share all these ideas here on steemit. You were right: the comments left here are very interesting!!

Lucky me, I don't have much experience with such situations. But after today's weird encounter I've started to study the law. The next time, I'll be perfectly prepared. On my island the traffic police has to fulfill a minimum of complaints which means that they work under high financial pressure. If they stop somebody, they need to press charges against that person in any case - otherwise they're not efficient. That my sound weird, but it's the truth. So that guy tried to let me pay for something I didn't commit - just to comply with statistics.

I'm a passionate defender of justice, that's why I hated being treated like they treat me today. However, I don't want to lose faith in the whole concept... I've got a friend who is a cop, and I swear that he's a good one - fair and close to the law. Every rule may have their exception.

Seems like a tense situation but you handled it well. Fortunately I have so far managed to avoid most in person confrontations like this, although in the UK the fines are far more likely to appear in the post then in person with a Police Officer - speed cameras, bus lane cameras, red light cameras, parking wardens it's a veritable gold mine.

It's the second time I've been in such a situation during the past 6 months here. After today's encounter I've started to study the law and read the news. It seems to be a common problem. They even focus on surfers since it's easy to punish them. Most people don't know well the law and don't answer back - that's there chance to make some quick money then.
Fortunately I don't take everything for granted. The next time I'll be well prepared, having a printed copy of the traffic law in my car. They will hate me even more, but I think I will be able to hande that now :-)

Hi, I am spanish and surfer, as you did sometimes i carry my surfboard into the car but I know it is forbidden. That is something that every spanish surfer know, it is something you study when you get the driving licence in spain. Most of the surfers do, most of the time police do not say anything, but the law is clear, is forbidden. I know my comment it is not gonna make you feel happy, but you should know they can and have to give you a fine each time that carry your surfboard into the car. Again, as a surfer i understand you and why you are so upset (police should be polite and not cocky)

Sorry but that's not true. I've contacted a friend who is police officer and I've got a Spanish driving license, too. There are two laws applicable here: articulo14.1A and 18.1.5E (Normativa de Trafico). Both say that you need to safely store any kind of luggage in the car. Still it's not forbidden to carry it. The only thing you need to assure is that the board doesn't interfere you driving. You can check the according law on the Internet (la normativa de tráfico, hay dos leyes que se aplican en estos casos, véase artículos arriba indicados). oh man @surfermarly these incidents frustrate me so much! as a surfer myself, I can't help but think about how peaceful and chill we are as surfers. just trying to go out and enjoy the day. catch some waves... and then bammm peace interrupted dealing with the bs from a nasty cop 😔 ughhh truly obnoxious.. I also know that feeling of wanting to totally let loose and speak my mind but have the smarts to just play the game lol.. anyway I'm glad you didn't get ticketed! that would've totally sucked. wait so you surf in Spain??? Sorry about that horrible experience. Its getting extremely bad here in the US with crooked cops. In the supposedly most free country people are being shot in the streets for not obeying the commands. I have been vitimized myself and I work on an ambulance, so there is no limit to these types of people. They only have power because the masses allow it. This is why blockchain is a gift to is all and we can turn the tables on evil humans.

I think what we still can do is prepare ourselves. What I will do now for instance, is having a printed copy of the traffic law in my car. Then they can't punish me for something I haven't committed.
