Why? just my idea to help new people on steem.
the problem is all the large RP people & the bots etc vote at 10-15mins.
the basic idea as far as I understand steem, is to vote as late as possible, but vote before 'whales'.
if a new steemian say RP25 votes at 10mins (to beat whales/bots)
they only get 10/30 of the reward x votepower
ie next to nothing x next to nothing = stuff all.
if they vote at say 29mins they get 29/30 x votepower ie ~3x the reward
so as a way to help new steemians, if larger RP people vote per RP on posts in #FISHFOOD then the new steemians have a place to go to gather curation rewards.

The whales only vote for whales..... unfortunately. And the minnows try and catch a ride but just feed the gravy train. I only vote for minnows which has seen my curation rewards more than half ... but that does not matter.

That is what I'm trying to help.
By letting minnows vote first (small fish eating first) then bigger fish vote later.
The more people that support #fishfood as a concept (wait to vote per your RP score) then minnow get a feed at max %.
Just an idea I hope works. I make nothing from attracting 0.001 value votes, but that is not my purpose or intent.
