It's better than most people think it is. It has some interesting quirks, with one of them being the fact that the Turtles fight for money (basically organised violence for a cash prize), which doesn't make sense for the kid audience.

But as a 2D beat 'em up, it's fast, it's got a great sense of humour, and although it's basically a rip-off of aspects of Streets Of Rage, it was one of the strongest titles on the system.
