Hehe wow this is a tough one. I would vouch for Walter white.
But Kevin Spacey I believe to be on the highest level of manipulative mastery. Power does not only lie In your own individual ability and strength but in the power to have the right powerful people backing you. That requires the ability to be able to charm people. I find no one being better at this than Kevin Spacey. He can both kiss ass and kick ass hehe

True that. Walter White can manipulate but he doesn't have as many allies or supporters. Kevin Spacey plays an especially manipulative character in the TV show House of Cards. He can definitely pull people's strings and make them do what he wants.

House of Cards? No I lost interest after the second season. Just had someone spoil it for me though so not sure if I'll continue. More excited for the new season of Stranger Things that's coming out!!

Oh! Did you mean Breaking Bad? Yeah I watched it through to the end. I think they made a brilliant ending and wrapped it up really nicely. I'd suggest finishing it.
House of Cards is based on a British TV show about politics. They remade it with Kevin Spacey in the main role and it's about American politicians and what some of them will do to get to the top. When I first heard about it...I thought "a show about politics?" -booorrrring! But Kevin Spacey (and the whole cast really) does a phenomenal job in it and it really drew me in.

I was actually talking about House of Cards and that's the character I am seeing in front of me in this fun little scenario you created. You truly chose some interesting characters. I guess Mr trump is not to play around with either. No one gives him credit, but for him to go and become the president that took some hustle and brainpower for sure
