Download the files to fix Wings over Europe low fps on Windows 10 here: http://enbdev.com/patch_tesskyrim_antifreeze_v0096.htm then simply copy the d3d9.dll and enbpatch.ini files to your Wings Over Europe installation directory.

After you finish a mission you may get a black screen if this happens just Alt+Tab to desktop then Alt+Tab back to the game.
