That's not the point though, Steam should ban their accounts. People shouldn't have to depend on an external site.

Perhaps, but if you're looking for a place to report them to make any kind of meaningful impact, it's worth a try.
Profile reports just increment a counter for Valve to look at it. Since so many vindictive kids and streamers from CS:GO mass-report people over nothing, reports of actual scams tend to get drowned out for all but the most active scammers. You should still report from the profile either way though.
