After Action Review Of Returnal PlayStation Most disappointing Exclusive?

Returnal at this time appears to be one of the most disappointing early games in this console generation. Since not all games will be exclusively next gen for a while. Why do the current ones seem to be a combination of a hit and miss? This one being one of those misses it seems.
