However, I will say while find Persona and Witcher to have a good enough balance of gameplay and narrative.

You said it right there. The most memorable games are the ones that deliver good story through gameplay. Persona 5 is so excellent because it delivers its theme so well through it's mechanics. To take away all the gameplay from it would leave it as an above average story.
