Cities Skylines Single Tile City Part 2

I am continuing to expand the single tiled city. Its name matches. There's city planning galore and the more advanced services starting to go in.

I'm not touching traffic at all, and am going to let that take care of itself in the long run.

How many citizens can this city grow to, constrained to only a single tile?
