Let's Play Imperator Rome | I just don't understand - Part 9

I just don't understand this episode. I’m feeling like I’m learning more about the game with each episode but something I do feel it lacking is more tooltips or better yet, a more comprehensive Library-type feature, like the one in Aggressors: Ancient Rome, where I can look stuff up. I remember the Library feature making that game so much easier to navigate in regards to pretty much everything. In Imperator Rome I have no clue what giving a chieftain "free hands" means, for instance, not to mention the whole manpower concept. Anyway, in this rather frustrating episode I continue my war against Thrace and well... you'll see what happens.
