For the past few years I have like many others felt the frustration of the prolonged time it takes for chilli seeds to germinate, especially the 'superhots'. Recently I have adopted a different approach and experienced astoundingly quick success rates.
First I lay out a cheap electric blanket on the sideboard in the dining room and leave it switched on 24/7, (they aren't expensive to use). Then I use a couple of plastic lidded tubs like the ones your takeaway food arrives in. Lay out kitchen paper on the bottom of the tub and moisten it. Place your seeds onto the paper, place the lid on and position on top of the blanket. Check the paper every day to make sure its still moist and leave the lid of for a few hours if it appears too moist as there is a chance of the seeds rotting if too wet.
In the pictures I have attached here are some White Bhut Jolokia (ghost pepper) that have only been in the tub for 2 days and are sprouting already. They never germinate that fast straight into compost.
Once they sprout I then plant them into a 'plug' pot as you would a dry seed and you should see the seedling appear in the next 2 days.
That is a total of 4 days (up to a week in some cases) from dry seed to seedling with a 'superhot' variety.
I am supposing this method will work with most plants and not just chillis, give it a try ;-)
